As Auditor, the county's Chief Fiscal Officer acts as the Chief Assessor, Chief Payroll Officer, and Sealer of Weights and Measures. These duties require the office to provide taxpayers, consumers, school districts and local governments a variety of services, all of which are part of this site. The Finance Department performs the Auditor's statutory duties as Chief Fiscal Officer of the County and consists of four divisions: Accounting and Financial Reporting, Accounts Payable, Payroll, and Budget and Settlement.
The Accounting and Financial Reporting Division maintains the general ledger, prepares and files the Annual Comprehensive Financial Report (ACFR) and monthly budgetary reports for the County departments. The ACFR is submitted to the Government Finance Officers Association of the United States and Canada (GFOA) for their review and consideration for reporting awards. We are proud that the county's ACFR has received the GFOA's prestigious Certificate of Excellence for Achievement in Financial Reporting each year since 1988.
Our Accounts Payable Division is responsible for the timely payment of all non-payroll obligations of the county. They are responsible for the disbursement of more than $1 billion in funds that are received by the county each year. The Fiscal Officer is the bookkeeper for all county elected officials and county agencies such as Children Services. The Fiscal Officer also keeps books for outside agencies such as the park district and the county health department.
The Payroll Division is responsible for the bi-weekly processing of payroll and benefits for the county's nearly 4,000 employees.
The Budget and Tax Settlement Department assists in preparation of the general tax list of the county, calculates the voted and non-voted tax rates for the county and the 74 political subdivisions. Once such taxes are collected by and settled with the Treasurer Division, the tax receipts are distributed to the appropriate political subdivisions and agencies within the county.
We have excellent staff members who work in the Real Estate Division of the Fiscal Office to help you with Property Appraisals, Homestead Exemption, Real Estate Assessments, Estate Taxes, Personal Property Taxes, and Mobile Home Taxes. There are two major factors that influence the amount of real estate taxes a property owner owes: the value of the property as determined by the Fiscal Office Real Estate Department, and tax levies, most of which are decided by the voters.
The Fiscal Officer, along with the Prosecutor and the County Executive, serves on the Budget Commission.
